Under JICA's Capacity Development Project for the Bangsamoro, the Academy drafted the Bangsamoro Competency Framework with 34 ministries, offices and agencies, and its officials took a short course in Hiroshima.

With JICA, the Academy has worked on competencies, planning and learning from others.
In September 2025, the Academy and the JICA Capacity Development Project for the Bangsamoro held a consultation workshop where Bangsamoro ministries, offices and agencies gave inputs toward a unified competency framework for the Bangsamoro Government.
In October 2025, the Academy ran a two-day training of trainers with JICA on how a strategic human resource development plan is built, from the situation analysis to monitoring and evaluation.
With the project's support, the Academy reviewed its strategic goals in February 2025, and in June 2025 held a three-day strategic planning workshop that reviewed its mandate, core values, vision and mission and produced a plan of action and a monitoring and evaluation plan.
Two of the Academy's officials, among them its Executive Director, joined the JICA CDPB/KCCP course in Hiroshima in 2024 with officials of other Bangsamoro offices, and the Academy and the Ministry of the Interior and Local Government, with JICA, took a five-day study tour of training institutions in Manila on curriculum design and training materials.
JICA and the Academy met in November 2023 on the project's extension phase for 2023 to 2025, and in May 2024 JICA brought the Academy and the Ministry of the Interior and Local Government together to set out the training each would cover.
